It is probably much worse, but otherwise not much different, if a lot of mutants roamed the streets. People will probably stay in basements and rarely go outside at all. If they do, they will be sure to bring weaponry. Also, when there are a lot of crimes in dangerous places, people tend to only trust certain people. So it will be hard to get people out of their houses when we want to evacuate them. We will have to come up with a good plan to reach these people. Baltimore is a dangerous place by itself. But when we have little mutant cells running around, that's a whole different story. We will have to come up with a good plan to reach these people. Chronological Order What are the steps we will take to round up the people? When the infestation has started, we need to round up the civilians to make sure they don’t get infected. First, we need to warn everyone that it is dangerous, and primordial soup is loose and can infect you. We have to, somehow, round up everyone in one place. Then we have to safely get people out of the city. We will need to plan the routes, and the order of the evacuation beforehand so we can be organized. We will also have to stay calm and keep a straight head. We will have to know what we will be doing and put it into action. Next, we should review our options on how to exit the city. We have to pick the best one and then put it into action while keeping people calm and together in a safe place at the same time. Another way we could get people out of a city efficiently is by getting other transportation methods, like riding on trains or flying on planes. Then we could safely and quickly evacuate people from Baltimore. Compare and Contrast What are the dangers of going outside during the infesation, versus a regular day? When there are gangs around, there is the danger of being badly hurt by them. When there is an infestation of killer mutants, it is probably not much different. Going outside would be risking your life. You could be assaulted or killed. On a normal day in a good neighborhood, nobody would think twice about going outside. It would not be dangerous at all. If there are mutants on the loose, one would only go outside if it is an emergency. We will have to find a way to get people out of their houses safely. Problem & Solution If there was a problem with someone leaving in a car, how would we stop them? Sometimes, people panic in disasters and try to do things themselves and take matters into their own hands. The problem is that they might not have the right idea. When that happens, we need to stop them and help them do it the right way. If someone were to ride in their car during the evacuation, one way we could stop them is getting people on the side of the road to talk to people. After that, we could tell the people in the car that it is recommended that they evacuate their car for safety and efficiencyreasons. Another way that we could solve the problem could be if people just were to stay on the sidewalk. We could get people in groups and get soldiers to protect them. Since it would take a long time for many people to drive out of Baltimore at once, getting some people to walk and some to drive would save time and help traffic greatly.
